Firstly, some applications only require a system to be installed for a relatively short period,
so quite obviously it doesn't make a lot of sense to spend a small fortune,
if the equipment is only going to be used for a matter of a few weeks or months.
Secondly, given the nature of many criminal investigations, for example, vandalism,
fly-tipping, fraud, drug dealing, theft from vehicles etc., it's highly unlikely that any two
applications will ever require exactly the same equipment.
